Updating to the latest Helios (M6 -- I had M4) fixed the problem.

Greg,

I went to the Wiki, but I still don't know from where to import them.

I went to the CVS repository at dev.eclipse.org:/cvsroot/eclipse,
and couldn't find any explicit directory with com.ibm.icu in it.

The com.ibm.icu plugins are included with Eclipse. It's simplest to  
add them as an imported package in the plugin manifest. See  
wiki.eclipse.org/ICU4J for additional info.
