[ptp-dev] Fix for missing New project wizards for MPI and OpenMP

I've checked in a fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=252208

Can you kick off a build, Greg?
So that the same build can be used for MPI/OpenMP as well as RDT/remote builds.
(RDT needs CDT 5.0.2 10/22 or later. PLDT wizards stopped working after CDT 5.0.2 10/17)
