Did you want to say "indexing DID NOT work for me"? If not, I don't see why reverting would help.
NOTE: We had at least one case in the past where an HTML syntax error caused indexing to fail: https://bugs.eclipse.org/bugs/show_bug.cgi?id=493141#c1. But I could not find anything similar in any log. Would probably be in the one below.

after switching from -quiet to -debug?

From the build log I mentioned earlier, I see that the index is generated by an ant task. Specifically this target

I hope this helps to narrow down the problem
Unfortunately, I just did build of the bundle with -Pbuild-individual-bundles and it worked. So reproducing will take more effort locally. Will continue tomorrow.

I suspect it's caused by the update to Lucene 8.0. The only other change is bug 545844: Unify preference page links in documentation.
I could not find a log regarding the indexer task itself. Maybe building the index locally could reveal something in the .log or console.
