So my local build worked because I didn't have bug 545844 pulled. Once I did it indexing worked for me. Will revert and fire new build now and look at what's causing the issue and hopefully better message later today.
Unfortunately, I just did build of the bundle with -Pbuild-individual-bundles and it worked. So reproducing will take more effort locally. Will continue tomorrow.
Right, but it's not
the log that the indexer produces. It only reveals that the indexing could
not be completed.
I also tried to
find something on https://ci.eclipse.org/releng/view/Builds/job/I-build-4.12/ws/but no luck.

I could not find a log regarding the indexer task itself. Maybe building
the index locally could reveal something in the .log or console.
