Upon discussion with local team members,
a rebuild will not occur for this defect alone as it is not considered
a stop-ship.

NO GO from swt.  Bug https://bugs.eclipse.org/bugs/show_bug.cgi?id=74138
has been fixed and released to the 3.0.1 stream, so we're ready for a rebuild
whenever appropriate. 

The bug does not in any way affect eclipse functionally, it's just the
inappropriate inclusion of old libraries in the win32 fragment and source
download.  So verification testing done by other groups should still
be valid.
