In general, mailing lists ending with "-dev" are for project committers.
Unfortunatly, Eclipse.org does not provide mailing lists ending with
"-user". See https://bugs.eclipse.org/bugs/show_bug.cgi?id=54024 for
details.

We also use ClearCase in our company. There are two workarounds
available for you problem.

1. Each developer needs to define the ClearCase view root as path
variable. This can be used to created linked folders in Eclipse
projects.
2. Use native ClearCase links instead of Eclipse project links.
