[platform-core-dev] Test refactoring

I have released more changes to our test suites. We have refactored our
code and are one step closer to not having the test.harness project depend
on Resources.

Most importantly, EclipseWorkspaceTest has been renamed to be ResourceTest
(which lives in the tests.resources project and subclasses CoreTest from
the tests.harness project).

I believe I have fixed all references in our code but please let me know if
there is something that I have missed.
