RE: [mylar-dev] bug clean-up

We still take it at a base-by-case basis, but here's the gist of it,
although in cases that point at serious defects we tend to be more
conservative and do more investigation on our end:
1) Prompt them at least twice to provide information to reproduce.
2) Give them at least a couple of weeks to respond.
3) If there is still insufficient information mark "INVALID" or
"WORKSFORME", but asking them to reopen if they can provide more
information.

That bug looks like a (3).
