RE: [mylar-dev] new dev build

The reason for the error was that Jira Core Services 0.7.0 mistakenly
specified that it should have a org.tigris.jira.doc plug-in, and Brock has
fixed that for 0.8.0. While this was innocuous, the 0.4.9 release and every
dev build until today had a little error decorator on that feature.
