Further improvements to this will have to be made in tigris.jira.core, which
downloads all the products when first creating a server connection to a
server it has never connected to before (we do the same in Bugzilla, but it
hasn't been a performance problem).  I have reopened that report so we can
track it, but changed the description accordingly.

Good that you spotted that--we don't yet support adding individual issues
and this is now disabled in the UI.  I summarized the issue in the following
report and it won't be hard to add, but would benefit from an enhancement in
tigris.jira.core:
