Yes, that looks good to me.
Though, I'm afraid this will still have to be done by refactoring the 
org.eclipse.papyrus.diagram.common plugin in two different plugins.


My main point was that we should keep apart UML specific code in 
separate plugins to keep Papyrus functionalities working independently 
from UML.

I think the simplest way to avoid such a mistake is to confine 
UML-related code in the uml repository and to make sure no generic 
(non-UML related) functionality is implemented in this repository's plugins.

Hence, I totally agree with you for using the 
org.eclipse.papyrus.core.adaptor.gmf plugin for generic (non-UML 
related) menu actions.
