Jody, ayup!

Rich, can you log into https://www.locationtech.org/, go to projects, and create a release review?  Once you have that, email the PMC, we'll review it, provide suggestions and approve it. 

Other than that, you'll need to create your IP Log and get it reviewed by Eclipse.  With those things done, you can be scheduled for a release review (which happens twice monthly on the 1st and 3rd Wednesdays).  After that review completes successfully, you'll have Eclipse's blessing to cut a release!
