Tech PMC Meeting July 17th

1. JTS 
1. Upgrade appears successful, placing JTS 1.15 into wide spread adoption for Q3
2. No response from hatbox yet

2. consider folding code into geodb as another way to handle “dependency”
3. JTS planning
1. Consider a 1.16 if an API change for WKT Reader XYZM support

1. GeoTools RC goes live in August, September release
2. October release for LocationTech projects to pick up the JTS upgrade
3. November to do IP review and sim-release

2. Implemented TWKB in Scala and Java
