Hi PMCers,

We have two libraries we'd like to consider updating for JTS: JDOM and 
Commons-lang3.

For JDOM, upgrading to 2.0.6 will simplify some code distribution we 
have done previously.  (Also, this aligns JDOM versions with GeoTools.)

For Commons-lang3, version 3.7 is the new hotness.  In case we'd like to 
cut down on the dependency, I am also requesting permission to 
distribute source.
