[technology-pmc] Yet More GeoMesa CQs

Hi all,

I've got some new CQs for the PMC to discuss and approve/disapprove.

First, GeoMesa would like Kafka 0.8.1.1 as a 'workswith' dependency.  
(Kafka may also make sense as an 'exempt' dependency, but I'll hold that 
for another thread once we have sorted out the first round of exemptions.)

Second, I'd like to ask for PMC approval for these CQs:

By way of explanation, Accumulo 1.7.0 is the next version of Accumulo 
and includes security updates allowing Kerberos support. GeoTools 14-M0 
is a milestone version from the GeoTools community which includes work 
to remove vecmath and replace it with EJML.

Finally, JAI-EXT is a new dependency from GeoTools.  It is a library 
which works with JAI if present to provide extensions.
