[jdt-ui-dev] Refactoring, "Scope Minimization"

I dug around a bit on the site, but I cant find the answer to my 
question.   Namely is a "Scope Minimization" refactoring in the works?

Seems like someone already has a plugin that does this,*

*but I'm wondering if something like this is going to be built in soon.
