[jakartaee-tck-dev] Eclipse Transformer

I think there's been a few conversations in different places about the use of the Eclipse Transformer.

I've started a basic PR which runs the transformer on the final artifacts for the TCK - the PR is here: https://github.com/eclipse-ee4j/jakartaee-tck/pull/246

I'd consider it a work in progress as I'm sure there is more work needed on the rules, but any feedback would be appreciated.
