Precisely my question. Back in the Java EE days, new tests could only be 
added to a TCK corresponding to a new Specification version. Patch TCK 
bundles could only contain fixes and exludes, but never new tests. PR135 
is a new test, by the old Java EE rule it should be only in Jakarta EE 9 
bundle. Did the rule change in Jakarta EE?
