Bill just asked about this on the spec call yesterday. The TCK process doc says a new release needs to be created for accepted challenges.

The details that are missing are that the associated spec project page needs to be updated and a PR created against the spec project so that someone on the spec committee can create and promote the signed version, and merge the PR.
