I think you are right -- need a groovy expert.  With MicroProfile, a groovy expert volunteered to write a common script that allowed every MicroProfile component (repository) to use the Jenkins release build.  It's been working out great!  Unfortunately, that groovy expert is no longer helping out MicroProfile...  Maybe we have another groovy expert in the Jakarta EE wings just waiting to help out...  :-)

Yes, but we need some sort of subclassing or delegation for a Jenkinsfile
so all the magic isn't copied into every project.  Maybe it's all possible
through the magic of Groovy, but I haven't climbed that mountain yet!
