[jakartaee-spec-project-leads] Update to specifications PR template and

There was some confusion as regarding what TCK results should be included with the spec committee specifications repository PR in preparation for a review ballot. The main wiki page:

Has been updated to include a 4.3 step:

4.3 Create a compatibility certification request for the compatible implementation being used to validate the spec in the specification repository issue tracker. If the project does not already have a compatibility-certification-request template, you can use this one: compatibility-certification-request.md

The  spec committee specifications repository PR template has been updated to ask for the URL to the certification request issue rather than TCK summary results:

If you have already submitted a PR, can you update it to add a link to the compatibility certification request that you created in the specification project.
