That should not be the case.  The ballot and release review are both required, but they should not be dependent on order of completion.  The release review and ballot are looking at different aspects of the deliverable.  Granted, we should still get this ballot completed in short order, but it should not be required to pass your release review.
While I agree that both parts are looking at different aspects of the deliverable, I don't see them being independent. Simply because:
"Per Jakarta Eclipse Specification Process, a positive super-majority vote of the Jakarta EE Working Group's specification committee is required to approve a release from a specification project."[1] 

I just wanted to stay on the safe side ;-)

release review for the API is scheduled to conclude tomorrow (Oct 21).
I'm afraid that it cannot conclude successfully without ballot being
finalized by then.

Per the process, this will be a fourteen day ballot, ending on  Thursday,
*October 15, 2020* after 10:30 PM UTC.  A  super-majority  positive vote
of the Specification Committee members (note that there is no  veto).
Community input is welcome, but only votes cast by Specification
Committee Representatives will be counted.

The Specification Committee is composed of representatives of  the
Jakarta EE Working Group Member Companies (Fujitsu, IBM, Oracle,  Payara,
Red Hat, Tomitribe, and Primeton), along with individuals who  represent
the EE4J PMC, Participant Members, and Committer Members.

Specification Committee representatives, your vote is hereby requested.
Please respond with +1 (positive), 0 (abstain), or -1 (reject).  Any
feedback that you can provide to support your vote will be appreciated.
