That should not be the case.  The ballot and release review are both required, but they should not be dependent on order of completion.  The release review and ballot are looking at different aspects of the deliverable.  Granted, we should still get this ballot completed in short order, but it should not be required to pass your release review.  Thanks.

release review for the API is scheduled to conclude tomorrow (Oct 21).
I'm afraid that it cannot conclude successfully without ballot being
finalized by then.
