The JCP process is no longer relevant for the Jakarta EE specifications. What I get from Amelia's comments is that she has participated in the Java EE specifications when they were under the JCP, and has an interest in ensuring the Jakarta EE processes are as transactional as possible. To that end she is making some suggestions.

For the casual observer this is all very mysterious. I thought that Jakarta was not about the JCP, but the JCP is about Jakarta? And people who are not in a steering committee set a budget for the steering committee, or are there multiple steering committees?
