Scott Stark already did here: https://github.com/eclipse/microprofile-bom/issues/9
The main issue is dependencyManagement instead of dependency. 

If I stumble over anything that could be missing, I'd comment a little more on that ticket than already have ;-)

There's aready an EE4J Parent POM:

Guess it would not take too much to also leverage what Grizzly got to a more central EE4J BOM next to it.
