Before we are talking about an exempt pre-req, I would like to understand what
would speak against filing a single CQ for the whole "support" repository:
https://github.com/aosp-mirror/platform_frameworks_support

To my understanding, that would need to be refreshed with every new Android
version. And service releases would not require a new CQ. As you have around 1
Android release per year, I think that should be possible.
