[iot-pmc] CQs for node.js dependencies

Dear PMC colleagues,

It is probably something I have missed, so I’d just like to ask you for a good link to this information:

Looking at https://dev.eclipse.org/ipzilla/show_bug.cgi?id=17003, I am told that node.js dependencies can be handles in a single CQ - as Jens has previously approved a similar CQ, I very much believe this is ok.

Does this rule only apply for Type A projects or also for Type B?
