I've been told by Csaba (now in CC) that node.js dependencies are handled as
one CQ per the whole dependency tree.

You can check that CQ 16925
(https://dev.eclipse.org/ipzilla/show_bug.cgi?id=16925) has also being
submitted this way.

Csaba or Philippe could clarify on this, but both are on holidays right now.
