It feels like a legal-ish statement to me as it's on behalf of
the Paho project. If it were my personal statement then that
would be different.
I doubt there would be any ramifications of a false statement in
this particular case, as it's really just a sanity check for OASIS
that a specification is sensible and implementable. But IANAL.
In any case I'll submit it for review.

Ummm. No. Eclipse projects should not make legal statements
themselves without involved the Eclipse Foundation.
Maybe I'm reading Ian's request incorrectly, but this sounds
legal-ish to me.
