Re: [iot-pmc] CQs lacking version information

A simple thought would be … if a CQ isn't complete, then we cannot process it.

We could ask for the CQ to be fixed, but in case of a missing version information the user cannot fix this IIRC. So closing it out with an explanation could be an appropriate way to handle this.
