Are you sure? To my understanding, EclEmma is only the tooling and it still
uses JaCoCo from externally:
https://github.com/eclipse/eclemma/blob/master/org.eclipse.eclemma.target/eclemma-e4.8.target#L16-L18
I also could not find any Maven plugin at Eclipse EclEmma.
