Does anyone have any advice how to move this forward?

It feels a bit awkward that such „simple“ build-CQs take much longer than any other „full“ CQ to process.

I am actually not clear whether build/test-only deps are also covered by https://bugs.eclipse.org/bugs/show_bug.cgi?id=508160 and should be voted on the CQ directly or here on the mailing list - in any case, I hope for your quick and positive vote :-)
