[iot-pmc] New build- and test-only dependencies for Eclipse SmartHome

Dear PMC members,

On behalf of the Eclipse SmartHome project, I have created https://dev.eclipse.org/ipzilla/show_bug.cgi?id=13290, since we want to introduce a few new dependencies that we use at build- and test-time only.

I am actually not clear whether build/test-only deps are also covered by https://bugs.eclipse.org/bugs/show_bug.cgi?id=508160 and should be voted on the CQ directly or here on the mailing list - in any case, I hope for your quick and positive vote :-)
