[iot-pmc] Dependencies for Ignite documents? (was: [CQ 13047] Initial Contribution to Ignite)

Hi PMC,

The Eclipse Ignite project will be doc-only since, if you remember it,
it's mainly a methodology for IoT, and therefore a bunch of documents and
templates that people can use to design their solutions.
The documents are .doc, .xls and .ppt files, so we probably need an exempt
pre-req for LibreOffice or Microsoft Office, I guess? Thoughts?

Also, in general, it would be useful to have another pair of eyes look at
the initial contribution CQ and add to my comments if need be. This is
certainly a different kind of contribution than what we're used to :)
