[iot-pmc] Vote for Paho CQ - go.net

Paho would like to use the "go.net" library. A library with networking
stuff, written in "go". [1]
Paho would like to go with an pre-req exempt.
However I am not this is really the case. First of all "go" executables
are, to my knowledge, statically linked. Meaning that Paho could not
distribute any form of binary. Which would be fine if they really only
distribute source code of their solution.
Second, the source code is there and it seems not too big. So it could
be checked.
I don't see a big difference here between Java libraries and a go library.
So let me know what you think!
