[iot-pmc] Github issues for Paho

I'm going to raise a bug for using Github issues for Paho, but I was 
wondering, does that mean that bugzilla history will be copied to 
issues?  Is there some other process that will take place as well as 
just enabling Issues to be raised?

We've had some Github repos created for Paho, and issues were not 
disabled for them all, as I expected.
