No, they are not at all a main feature, they are only required at build & test time of the project.
I already had a discussion about this with Benjamin previously, please see the attached e-mail.

The build and test dependencies should indeed have a CQ, but as indicated in [1] you can group all these dependencies under a common CQ – and the approval is usually much faster to get than regular Cqs.

This was indeed new to me - I have to do a CQ for everything that is required during the build/test? Do you have an example of another (Tycho-based) project build of what is required? What about basics like Maven itself, its modules like surefire, wagon, tycho, junit and the rest of the internet that Maven downloads…?
Would be nice to get some advice from you on this!
