You can upload an image on your user page [1] on projects.eclipse.org. If it doesn't find a picture there, it tries to pull one from Gravatar.
You can get to your user page by clicking on your image on the "Who's Involved" page.
The webmaster team is in the process of consolidating this around a new (single) "user profile" implementation (e.g. [2]).
