So how do you explain that downloads are increasing while usage is dropping?

And how do you explain that JBoss Tools usage was constantly increasing until last year, while the download stats for Eclipse IDE started reducing many years ago?

And even if we have "usage numbers", what kind of usage should be measured next to anticipate the next iteration of "your stats are good because you're not measuring the right thing" ?
