David,

As another possibility, I *think* ClassNotFoundExceptions can happen 
when a class fails to be instantiated.  For instance, we've had some 
funny business with HSQL and EPSG dependencies...

Can you send along the entire stack trace from the tserver log? We'll be 
able to see if that or some other problem is happening.
