Hi Bert,

He can click the "New issue" button here: https://gitlab.eclipse.org/eclipse/escet/escet/-/issues .
He will be asked to log in to his account, he can create an account there as well.

You can submit issues even if your not a reporter to the project, but you cannot label it or assign someone to it.

Curious to see what the issue is.
