[epp-dev] Why does EPP use a non "standard" p2 installer?

I see that EPP uses a modified p2 installer to be able to pass p2properties from system variables instead of a file. Is there any reasonwhy the changes to the p2 installer were not integrated into p2? Willthey be integrated any time soon?
