You are right, I've checked and Emily and Dmitry were proposed during the proposal phase.

I've corrected the error, The Jakarta Config page on the PMI should update soon. Apologies for the misunderstanding.

However, if the project creation form did contain project leads (I seem to recall that Emily and Dmitry were proposed) then it is probably just a simple mistake by the EMO. Let me know if that is the case so we can get it sorted out.
