[ee4j-pmc] Missing Project Lead for Jakarta Config

Hi,

The EMO has made the PMC aware that the Jakarta Config project is missing project lead(s). 

Please make nominations on the https://projects.eclipse.org/projects/ee4j.jakartaconfig/who to get elections initiated.

However, if the project creation form did contain project leads (I seem to recall that Emily and Dmitry were proposed) then it is probably just a simple mistake by the EMO. Let me know if that is the case so we can get it sorted out.
