honestly I have no idea how other jobs are done and even was not aware
of what this particular one was doing (as I wasn't the one who created
it, reviewed it, nor run it). I was only trying to help troubleshoot
this and make sure this won't happen again by sharing what we've found
with wider audience.
I hope someone knowing more about these jobs will provide better answer
to your question.

the bug was basically that the call to rc-release goal in the script
was not guarded by 'if', so instead of rc-release being executed
conditionally, it run every on each job run.
