[cosmos-dev] Data Visualization Development document

I created a very basic development document for developers to run the COSMOS UI using WTP.

I also created some test pages that can be run as outlined in the document.

The code is checked into CVS and is based on the 209226 UI infrastucture design document (http://wiki.eclipse.org/CosmosDataReportingComponent10_209226).
