[che-dev] Changes to some CI jobs in the che-plugin-registry and che-dev

Hello everyone,

As of today, I have removed the following ci-centos jobs:

- PR checks in the che-devfile-registry and che-plugin-registry
- Nightly build jobs in the che-devfile-registry and che-plugin-registry
- Happy Path CI jobs in the che-plugin-registry

The nightly builds have already been converted to GitHub action, and 
were quietly running in the background for the last month or so.

PR checks and testing jobs will be converted to GitHub action in the 
coming months.

No action is required -- this email is sent as a notification in case 
one wonders where some of the CI jobs went.
