[che-dev] devfile's previewUrl to stable

Hello team,

it's been few sprints since we've implemented previewUrl devfile support[1] as a beta feature. There were no comments in this testing phase. In the next sprint, we're going to promote it to stable[2] and previewUrl will became available in regular devfile apiVersion `1.0.0`.

If there are any objections, now it is the best time to raise it.
