[che-dev] Issues creation in various Eclipse Che repositories

Hello,

in order to manage one single entry point for all the issues related to Eclipse Che,

all issues need to be created at https://github.com/eclipse/che/issues

For example for a documentation issue, you can use the area/doc label, for the chectl CLI, area/chectl, and for theia area/theia, etc.

I'm on the way to provide PR on various repositories to display warning when wanting to file issues.

Here is what you might expect to see in other repositories (not Eclipse Che main one)
