[che-dev] Support of kubectl based deployment in Che

Hello, community. 

Now we have 2 ways of Che deployment on a kubernetes cluster - helm and kubectl.

While we used both previously now the pure kubectl approach is broken.

While it is not clear to me why we need to support 2 approaches, helm seems as successor in the kubernetes world and a much better way of deployment Che. 

So, I am suggesting to remove support of kubectl approach from Che. 

I would love to hear your opinion on that.
